(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目（是）专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。

（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；

（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。

(4）购买国货政策：本项目（否）接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement quota reservation measures to increase SMEs 'share in government procurement and support their development: This project is specifically targeted at SME procurement. During evaluation, products from SMEs will not receive price discounts. (2) Support prison enterprises and welfare institutions for people with disabilities, treating them as small and micro enterprises; (3) Priority procurement policy for energy-saving and environmentally friendly products: Under equal technical and service conditions, priority procurement applies to products listed in the energy-saving and environmental protection product catalog published by the Ministry of Finance's Treasury Document [2019] No.18 and Treasury Document [2019] No.19. Products marked with "★" in the energy-saving product catalog are subject to mandatory procurement. Suppliers must provide valid certification certificates issued by state-designated certification bodies to qualify for priority or mandatory procurement policies        

(c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单[以提交响应文件截止之日前三年内的信用记录为准］。

（2）持有效的营业执照；

（3）园林绿化施工企业须配备与工程规模相适应的施工现场管理机构人员。本项目的施工现场项目管理机构拟派人员要求：最低应为5人(含)以上，且需包含园林项目负责人（园林专业中级及以上职称）、安全员、质量员、材料员、中级园林绿化工(班组负责人)各1名；

（4）项目负责人须具有园林专业中级及以上职称。        

(c)Specific qualification requirements for this program: （1）Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonest acts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Netw[The credit record within three years prior to the deadline for submission of response documents shall be taken as the standard]

(2) Hold a valid business license

(3) Landscape construction companies must establish on-site management teams commensurate with project scale. The proposed personnel configuration for this project's site management team shall include: at least five members (inclusive), comprising one Landscape Project Manager (with intermediate or higher professional title), one Safety Officer, one Quality Inspector, one Materials Officer, and one Intermediate Landscape Gardener (Team Leader)

(4) The project leader must have intermediate or above professional title in landscape architecture
