简要规则描述：采购人拟委托第三方为金杨新村街道金杨五街坊小区屋面及相关设施改造项目提供代建服务，工程总投资：6414.74万元，其中建安费5546.29万元，其他费用562.99万元，预备费305.46万元。建设规模：金杨五街坊内81幢房屋屋面整新、外立面整新、单元入口整新、公共楼道修缮、建筑排水更新、小区附属设施修缮、道路修缮和景观绿化更新等工程，总建筑面积约221550平方米。建设范围：金杨五街坊小区内房屋共计81幢。代建工作内容包括但不限于项目建设过程各阶段的投资、进度、质量、风险、安全、信息等的代建工作（其中投资管理必须按国家审计的规范运作），达到委托人要求。（具体详见第三章采购需求书）
Brief Specification Description: The purchaser intends to entrust a third party to provide agency construction services for the roof and related facilities renovation project of Jinyang Fifth Street Community in Jinyang New Village Sub-district. The total investment of the project is 64.1474 million yuan, including 55.4629 million yuan for construction and installation costs, 5.6299 million yuan for other expenses, and 3.0546 million yuan for contingency reserves. Construction scale: The project includes the roof renovation, exterior facade renovation, unit entrance renovation, public corridor repair, building drainage renewal, community ancillary facilities repair, road repair and landscape greening renewal of 81 buildings in Jinyang Fifth Street Block, with a total construction area of approximately 221,550 square meters. (For details, please refer to Chapter Three of the Procurement Requirements Document.
合同履约期限：自合同签订之日起至整个项目代建服务范围内各项目全部验收完毕，并向采购人完整提供相关服务文档之日止。
The Contract Period: From the date of contract signing until all projects within the scope of the entire project's agency construction service are fully accepted and all relevant service documents are provided to the purchaser in full.
