Brief Specification Description: This project is located in the Pudong New Area, with construction sites at No.1, Lane 1650, Punan Road; No.1, Lane 157, Pusan Road; and No.18, Lane 60, Lancun Road. The gross floor area of the project at No.1, Lane 1650, Punan Road is 966 m²; the gross floor area at No.1, Lane 157, Pusan Road is 225 m²; and the gross floor area at No.18, Lane 60, Lancun Road is 490 m². This renovation project will not alter the original structural layout of the buildings, nor will it increase the floor load. The primary renovation scope includes adjustments to the interior layout, construction of new partition walls, complete renovation of ceilings, floors, and walls, as well as reconfiguration of plumbing and electrical systems.

(b)Qualification requirements to be met to implement government procurement policies: 1) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement, and provide policy support for SMEs; this project specifically targets procurement from micro and small enterprises. 2) Provide support to prison enterprises and welfare institutions for persons with disabilities, treating them as micro and small enterprises.
(c)本项目的特定资格要求：（1）.具有建筑工程施工总承包三级或以上资质，同时具有有效的安全生产许可证；（2）.项目负责人应具有建筑工程专业注册二级建造师或以上资格；（3）.未被“信用中国”（[链接]）、中国政府采购网（[链接]）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；（4）.本项目不接受组成联合体投标。
(c)Specific qualification requirements for this program: 1) Possess independent legal person status as an enterprise and hold a valid business license; (2) Hold a Grade III or higher general contracting qualification for construction projects, along with a valid work safety permit; (3) The project manager shall hold a registered second-class constructor qualification in construction engineering or a higher qualification; (4) This project does not accept bids submitted by consortiums.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
