（2）具有行业主管部门颁发的电力工程施工总承包三级及以上资质或输变电工程专业承包三级及其以上资质；

（3）具有有效的安全生产许可证；        

(c)Specific qualification requirements for this program: (1) Not listed as a discredited entity, a major tax law violator, or a severely discredited party in government procurement on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn);

(2) Possesses a Grade III or higher qualification certificate for general contracting of power engineering construction or a Grade III or higher qualification certificate for specialized contracting of power transmission and transformation engineering issued by the competent industry authority;

(3) Holds a valid safety production license.
