简要规则描述：对南码头路街道东方路3721弄小区内的2幢房屋进行屋面及相关设施改造。实施内容为屋面、墙面、共用部位、给排水系统及其设备整修，绿化补种及小区附属设施完善。改造总建筑面积约5515.24平方米。阳台排水管具备接入排污系统条件的，需结合本工程一并实施。根据《上海市绿化条例》,改造后小区绿地面积不得少于原有绿地面积。（具体内容及要求详见工程量清单及施工图图纸）
Brief Specification Description: Renovate the roofs and related facilities of two buildings in the residential area of Lane 3721, Dongfang Road, South Matou Road Street. The implementation content includes the renovation of roofs, walls, shared areas, water supply and drainage systems and their equipment, greening and planting, and the improvement of ancillary facilities in the community. The total renovation area is approximately 5515.24 square meters. If the balcony drainage pipe meets the conditions for connecting to the sewage system, it needs to be implemented together with this project. According to the Shanghai Greening Regulations, the green area of the renovated community shall not be less than the original green area. (For specific content and requirements, please refer to the bill of quantities and construction drawings)

(b)落实政府采购政策需满足的资格要求：中小企业划分标准所属行业：建筑业。营业收入80000万元以下或资产总额80000万元以下的为中小微型企业。其中，营业收入6000万元及以上，且资产总额5000万元及以上的为中型企业；营业收入300万元及以上，且资产总额300万元及以上的为小型企业；营业收入300万元以下或资产总额300万元以下的为微型企业。
(b)Qualification requirements to be met to implement government procurement policies: The industry to which the classification criteria for small and medium-sized enterprises belong is the construction industry. Enterprises with operating income below 800 million yuan or total assets below 800 million yuan are classified as small and medium-sized enterprises. Among them, medium-sized enterprises with operating income of 60 million yuan or more and total assets of 50 million yuan or more; Small enterprises with operating income of 3 million yuan or more and total assets of 3 million yuan or more; Micro enterprises are those with operating income below 3 million yuan or total assets below 3 million yuan.
(c)本项目的特定资格要求：（1）未被列入“信用中国”网（www.creditchina.gov.cn）失信被执行人名单、重大税收违法失信主体和中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单的供应商。
（2）具有有效的安全生产许可证、建筑工程施工总承包三级及以上资质；
（3）项目负责人应具备有效的建筑工程专业二级及以上注册建造师执业资格，同时具备有效的安全生产考核合格证书。
（4）本项目专门面向中小微企业。
本次招标需要网上投标，响应单位必须获得上海市电子签名认证证书（CA认证证书）。
(c)Specific qualification requirements for this program: (1) Suppliers who are not included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), major tax illegal dishonest entities, and the list of government procurement serious illegal and dishonest behavior records on the China Government Procurement Network (www.ccgp. gov.cn). (2) Having a valid safety production license and a third level or higher qualification for general contracting of construction projects; (3) The project leader should have a valid second level or above registered construction engineer qualification in the field of construction engineering, as well as a valid safety production assessment certificate. (4) This project is specifically aimed at small and medium-sized enterprises. This bidding requires online bidding, and the responding units must obtain the Shanghai Electronic Signature Authentication Certificate (CA Authentication Certificate).
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
