简要规则描述：为加强派出所单位内部安全管理和协助民警打击违法犯罪，通过购买服务的方式，聘用第三方军保队，做好单位门卫24小时值守；协助民警做好派出所治安窗口、综合窗口的首问接待工作，引导帮助群众在自助终端机进行业务登记选择；在调解室做好双方当事人的看护和调解工作；在民警的带领在开展抓捕违法犯罪嫌疑人；在执法办案区域做好对象看管工作以及执行送押工作。故拟增设一支专业安保力量，全力协助做好派出所日常管理服务、协助民警做好抓捕看管送押、维稳等工作。
Brief Specification Description: To strengthen the internal safety management of the police station and assist the police in combating illegal and criminal activities, a third-party military security team will hired through the purchase of services to ensure 24-hour guard duty at the unit's entrance; to assist the police in carrying out the first-visit reception work at police station's public security window and comprehensive window, guiding and helping the public to register and select services at the self-service terminal; to take care of and mediate the parties in the mediation room; to carry out the arrest of illegal and criminal suspects under the leadership of the police; to take care of the targets in the law enforcement and case area and to carry out the delivery and detention work. 二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕 46 号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕 19 号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300 号），本项目中小企业所属的行业为租赁和商务服务业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Notice on the Implementation of the Measures for the Promotion of the Development of Small and Medium-sized Enterprises in Governmentcurement (Cai Ku [2020] No. 46) and the Notice on Further Strengthening the Support for Small and Medium-sizedprises in Government Procurement (Cai Ku [2022] No. 19); (2) Implementation of set-aside measures to increase the share of and medium-sized enterprises in government procurement and support policies for small and medium-sized enterprises: This project is specifically open to procurement from small and medium-sized enterprises, and the evaluation, no price discount preferences will be applied to products from small and medium-sized enterprises; (3) Support policies for prison enterprises and welfare institutions for the disabled, treating as micro, small, and medium-sized enterprises; (4) Priority procurement policy for energy-saving and environmental protection products: Under the same conditions of technical and service indicators, listed in

2. 未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3. 须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4. 具有省、市级公安部门核发的有效的《保安服务许可证》（外省保安服务企业须已在上海市公安部门备案登记）；
5. 本项目仅面向中、小、微型等各类供应商采购；
6. 本项目不允许转包。
(c)Specific qualification requirements for this program: 1. In accordance with the provisions of Article 22 of the "Law of the People's Republic of China on the Purchase of Goods and by the State";
2. Not included in the list of "credit China" (www.creditchina.gov.cn), the China Government Procure Network (www.ccgp.gov.cn) listed as a person who has not fulfilled his obligations, a major tax violation case party list, a record list of serious dishonest in government procurement;
3. Must be a legal person or an unincorporated organization established in accordance with the law within the territory of our country (this project does not branch companies participating in procurement activities in their own name);
4. Possess a valid "Security Service Permit" issued by the provincial and municipal public security departments (security enterprises from other provinces must have already been registered with the Shanghai Municipal Public Security Department);
5. This project only faces the procurement of various types of suppliers such as medium, sma
