(c)本项目的特定资格要求：（1）未被“信用中国”（[链接]）、中国政府采购网（[链接]）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；（2）具有建筑工程施工总承包三级及其以上资质；（3）具有安全生产许可证（有效期内）；（4）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；（5）专门面向中小企业。

(c)Specific qualification requirements for this program:(1) Not listed as a dishonest judgment debtor, a major tax law-breaking dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on " China" ([链接]) and the China Government Procurement Network ([链接]); (2) Possess the of general contracting for construction engineering of Grade III and above; (3) Possess a valid Work Safety License; (4) The proposed project manager shall hold the professional registration of a registered constructor in construction engineering of Grade II and above, and possess a valid Work Safety Assessment Certificate; (5) Specifically oriented towards small and medium-sized enterprises.

1、根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标相关活动在电子采购平台（网址：[链接]）电子招投标系统进行。投标人应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。 2、投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。 投标人应在投标截止时间前尽早加密上传投标文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。本项目为预留采购份额采购项目，预留采购份额措施为整体预留。
