(c)本项目的特定资格要求：3、本项目面向大、中、小、微型企业，事业法人、自然人等各类供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》。        

(c)Specific qualification requirements for this program: 3. This project is open to various suppliers including large, medium, small, and micro enterprises, institutional legal persons, and natural persons. (Welfare units for the disabled and prison enterprises are regarded as small and micro enterprises.) If the bidder is a small or medium-sized enterprise and meets the conditions stipulated in the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46), it must provide a "Declaration of Small and Medium-sized Enterprise".        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
