(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares and increase the share of SMEs in government procurement, and support the development of SMEs: This project is specifically for the procurement of SMEs, and during evaluation, no price discount preferences are applied to the products of SMEs. (2) Support prison enterprises and welfare institutions for the disabled, and treat them as micro and small enterprises; (3) Policy of preferential procurement of energy-saving and environmental protection products: Under the same conditions of technical and service indicators, products on the list of energy-saving and environmental protection products published by the Ministry of Finance in Fiscal and Tax [2019] No. 18 and Fiscal and Tax [2019] No. 19 are given priority procurement; for products marked with "★" on the list of energy-saving products, compulsory procurement is implemented. Suppliers must provide certificates of certification issued by national designated certification bodies within the valid        

(c)本项目的特定资格要求：3、具有建筑工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；4、投标人拟派项目经理须具有建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准。 5、本项目仅面向中小企业（含中型、小型、微型企业）采购。6、本项目不接受组成联合体        

(c)Specific qualification requirements for this program: 3. Possess the qualification of general contracting of construction projects at level III or above, and have a valid safety production license;4. The bidder's proposed project manager must have a second-level (or above) registered constructor qualification in the field of architectural engineering, have a valid safety production assessment certificate, and the person in charge of this project shall be subject to the query on the website of Shanghai Building and Building Materials Industry;5. This project is only open to the procurement of small and medium-sized enterprises (including medium-sized, small-sized, and micro-sized enterprises);6. This project does not accept the formation of a consortium.
