(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: If this bidding meets the government's mandatory procurement policies for energy-saving products, encouragement of environmental protection products, support for welfare enterprises, promotion of disabled employment promotion of SME development, support for prison and drug rehabilitation enterprises, etc., the relevant policies will be implemented.        

(c)本项目的特定资格要求：3、针对医用氧产品，投标人须根据本次采购内容具备符合《中华人民共和国药 品管理法》及其实施条例规定的药 品经营许可。

4、针对其他医用气体，投标人须根据本次采购内容具备符合《危险化学品经营许可证管理办法》及管理条例规定的危险化学品经营许可。

5、本项目专门面向中小企业采购        

(c)Specific qualification requirements for this program: 3. For medical oxygen products, the bidder must have a drug business license in accordance with the "Pharmaceutical Administration Law of the People's Republic China" and its implementing regulations;

4. For other medical gases, the bidder must have a hazardous chemical business license in accordance with the "Hazardous Chemical License Management Measures" and its management regulations;

5. This project is specifically for the procurement of small and medium-sized enterprises.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
