(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises (SMEs) and facilitate the employment of people with disabilities. Implement in accordance with the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises" (2022) No. 19.

(c)本项目的特定资格要求：（3）具有建设部颁发的建筑工程施工总承包三级及其以上资质。

(c)Specific qualification requirements for this program:(3) Possess a Grade III or higher qualification for general contracting of construction engineering issued by the Ministry of Construction. (4) The proposed project leader must possess a Grade II or higher qualification as a registered construction professional and a certificate of passing the safety production assessment. (5) Must possess a valid "Safety Production License" issued by the construction department (for non-Shanghai construction enterprises, the Safety Production License needs to be filed). (6) This project is specifically targeted at procurement for small and medium-sized enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
