简要规格描述或项目基本概况介绍、用途：正旭河（人民塘随塘河-中港）河道整治工程位于奉贤区海湾镇，实施范围北起人民塘随塘河、南至沧海路南侧转弯向西，至规划路西侧向北，至润梅路南侧进入中港，河道中心线长度约为3132米。工程主要建设内容包括:河道开挖土方约27.25万立方米、疏浚土方约5.79万立方米、回填土方约8.78万立方米、水泥土回填约0.66万立方米、外运土方约23.22万立方米，新建护岸6170.00米，新建绿化约12.91万平方米(其中斜坡绿化约2.09万平方米、水生植物约2.42万平方米、陆域绿化约8.40万平方米)，新建防汛道路约12649.00平方米，新建3座桥梁，新建海绵城市设施及其他附属工程等。本次拟招标该项目电力管线搬迁。建设内容主要为正旭河（人民塘随塘河-中港）河道整治工程电力管线搬迁及道路修复，包含但不限于电力管线搬迁并负责一切管线搬迁前期手续费、通过管理部门验收等所有工作。（具体数量及要求详见图纸及工程量清单）
Brief specification description or basic overview of the project: The Zhengxu River (Renmintang Suitang River – Zhonggang) River Regulation Project is located in Haiwan Town, Fengxian District. Its construction scope starts from Renmintang Suitang River in the north, extends southwards to the south side of Canghai Road, then turns west, proceeds northwards along the west side of the planned road, and finally enters Zhonggang at the south side of Runmei Road. The length of the river channel centerline is approximately 3,132 meters.The main construction contents of the project include: about 272,500 m³ of earthwork for river channel excavation, about 57,900 m³ of dredging earthwork, about 87,800 m³ of backfill earthwork, about 6,600 m³ of cement-soil backfill, and about 232,200 m³ of earthwork for outward transportation; 6,170.00 meters of newly built revetments ... ...For details, please refer to the Chinese announcement.

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement. Policy for supporting SMEs: This project (☐ Yes ■ No) is not exclusively procured for SMEs. Products from micro and small enterprises shall enjoy a 10% price discount during evaluation.(2) Support prison enterprises and welfare entities for the disabled, which shall be treated as micro and small enterprises.(3) Policy on priority procurement of energy-saving and environmentally-friendly products: Where the indicators such as technology and service are equivalent, priority procurement shall be implemented for products included in the catalogue lists of energy-saving and environmentally-friendly products published in Circular No. 18 [2019] and Circular No. 19 [2019] issued by the Ministry of Finance.... (c)本项目的特定资格要求：1.未被“信用中国”（[链接]）、中国政府采购网（[链接]）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；2.须具有电力工程施工总承包三级及其以上资质或输变电工程专业承包三级及其以上资质；同时具有“国家能源局监管局（或国家电力监管委员会）”颁发的承装、承修、承试三级以上（含三级）电力设施许可证；3.具有安全生产许可证（有效期内）；4.拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；5.业绩要求：无；6.其他要求：无。
(c)Specific qualification requirements for this program: 1. The bidder shall not be included in the lists of dishonest persons subject to enforcement, subjects with major tax-related dishonesty, or entities with serious illegal and dishonest records in government procurement on the Credit China website ([[链接]]([链接])) and the China Government Procurement Network ([[链接]]([链接])).2. The bidder shall hold either Grade III or higher General Contracting Qualification for Electric Power Engineering, or Grade III or higher Professional Contracting Qualification for Power Transmission and Transformation Engineering. Meanwhile, the bidder shall possess a Permit for Installation, Maintenance and Testing of Electric Power Facilities (Grade III or above, inclusive) issued by the Regulatory Authority of the National Energy Administration (or the former State Electricity Regulatory Commission)....
