(b)Qualification requirements to be met to implement government procurement policies:This project implements relevant policies to promote the development of small and medium-sized enterprises (SMEs), energy-saving policies, and the development of welfare enterprises in government procurement. In accordance with the requirements of the Circular No. 46 [2020] of the Ministry of Finance (Cai Ku), this project is specifically targeted at SMEs.

(c)本项目的特定资格要求：①未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商，被列入上述名单的供应商不得参与政府采购投标活动；

(c)Specific qualification requirements for this program:① Suppliers not listed on the失信被执行人名单（blacklist of dishonest被执行人）, 重大税收违法案件当事人名单（list of parties involved in major tax violation cases）on the “信用中国” website (www.creditchina.gov.cn), and the政府采购严重违法失信行为记录名单（list of serious illegal and dishonest acts in government procurement）on the China Government Procurement website (www.ccgp.gov.cn). 供应商可于2025-07-09下午17:00时本公告发布之日起至2025-07-16下午17:00时每天9：00至17：00，（北京时间，节假日除外）携带上述所有资料原件及复印件（复印件需加盖公章）至上海中鑫建设咨询有限公司进行报名初审，网上报名成功且进行现场验证，证照核实通过的供应商可领取招标文件。未在规定时间内进行现场验证或现场验证时提交的报名资料不符合要求的响应单位，代理机构将拒绝接受其报名。

Suppliers can bring all the original and photocopies of the above-mentioned documents (with official seals) to Shanghai Zhongxin Construction Consulting Co., Ltd. for preliminary registration from 5:00 pm on July 9, 2025 to 5:00 pm on July 16, 2025 (Beijing time, excluding holidays). Successful online registration and on-site verification will be conducted, and suppliers who pass the certification verification will receive the bidding documents. If the on-site verification is not conducted within the specified time or the registration materials submitted during on-site verification do not meet the requirements, the agency will refuse to accept their registration. Note: The responding supplier must ensure that the content of the submitted response documents and materials is true, complete, valid, and consistent. Any losses related to this project caused by submitting false response documents, materials, or filling in incorrect information shall be borne by the supplier.
