二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

（2）具有电力工程施工总承包三级及其以上资质、承装（修、试）电力设施许可证五级及以上；（3）具有在有效期内的安全生产许可证（有效期内）；（4）拟派的项目负责人具备机电工程专业注册建造师二级及其以上资格；(c)Specific qualification requirements for this program:(1) Hold a valid business license; (2) Have a level 3 or above qualification for general contracting of power engineering construction, and a level 5 or above power facility license for installation (repair, trial); (3) Have a level 5 or above for production safety license within the valid period (valid period); (4) The project leader to be assigned has a level 2 or above qualification for registered construction engineer in mechanical and electrical engineering;
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
