(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and facilitate employment for people with disabilities. According to the Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement (Caiku [2020] No. 46) and the Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises (2022] No. 19), it shall be implemented.

(c)本项目的特定资格要求：（3）具备建设部颁发的建筑工程施工总承包三级及其以上资质。

(c)Specific qualification requirements for this program: (3) Having the third level or above qualification for general contracting of construction projects issued by the Ministry of Construction. (4) The proposed project leader must possess a registered construction engineer qualification of Level 2 or above in construction engineering. (5) This project is specifically aimed at procurement for small and medium-sized enterprises. (6) This project does not allow consortium bidding.
