合同履约期限：各包件：本项目服务期限自26年1月1日起期限三年，采取一次招标三年沿用、分三个年度分别签订合同的方式实施。        

The Contract Period: For each contract package: The service period for this project commences on January 1, 2026, for a duration of three years. The project will be implemented through a one-time tender process with the awarded terms applying for the entire three-year period, and contracts will be signed separately for each of the three annual periods.

(b)Qualification requirements to be met to implement government procurement policies: According to the Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises and other relevant regulations, this procurement project is exclusively reserved for small and medium-sized enterprises (SMEs). Eligible SMEs shall submit the Declaration Letter for Small and Medium-sized Enterprises as required.        

(c)本项目的特定资格要求：3、本项目接受联合投标。联合投标的须符合招标文件规定：提交联合投标协议且格式符合招标文件要求，联合体成员不得多于2家，联合体各方不得再单独参加或者与其他供应商另外组成联合体参加同一合同项下的政府采购活动。应由联合体主办方在上海政府采购云平台进行报名及投标操作。
