(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved share measure, increase the share of small and micro enterprises in government procurement, and support the development of small and micro enterprises: This project is specifically targeted at small and micro enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and micro enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises. This project belongs to the construction industry.

(c)本项目的特定资格要求：；3、持有有效的营业执照和安全生产许可证；4、具有建筑工程施工总承包资质三级及其以上资质；5、拟派项目经理具有建筑工程专业 贰 级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。

(c)Specific qualification requirements for this program:3. Hold valid business licenses and work safety permits; 4. Possess a Grade 3 or above general contracting qualification for construction projects; 5. The proposed project manager should hold a second-level or higher registered constructor qualification in the field of building engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project manager of any other ongoing construction project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》(沪财采[2014]27号)的规定，本项目竞争性磋商相关活动在上海市政府采购信息管理平台(网址:www.zfcg.sh.gov.cn)电子招投标系统进行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。磋商供应商应在投标截止时间前尽早加密上传响中的应文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，以免因临近投标截止时间上传造成无法在开标前完成签收的情形，未签收的响应文件视为投标未完成。
