二、申请人的资格要求
2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能环保产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。如报价产品的服务提供商为中小微企业，则须在响应文件中提供符合财库﹝2020﹞46 号文格式要求的中小企业声明函；如报价人为残疾人福利性单位，则须在响应文件中提供符合财库〔2017〕141号文格式要求的残疾人福利性单位声明函，一旦成交将在成交公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。
(b)Qualification requirements to be met to implement government procurement policies: This procurement implements relevant policies such as mandatory or preferential government procurement of energy-saving and environmental protection products, support for small and medium-sized, promotion of employment for the disabled, support for prison and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If service provider of the quoted product is a small and medium-sized enterprise, a declaration letter for small and medium-sized enterprises in accordance with the format requirements of Finance and Treasury2020] No. 46 must be provided in the response document; if the quoter is a welfare institution for the disabled, a declaration letter for welfare institutions the disabled in accordance with the format requirements of Finance and Treasury [2017] No. 141 must be provided in the response document. (c)本项目的特定资格要求：
1）具有有效营业执照，具备施工总承包建筑工程三级及其以上，且具备有效的安全生产许可证；
2）拟派项目负责人资格具备建筑工程专业二级注册建造师执业资格，且具备有效的安全生产考核合格证书；
3）未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；
4）财务状况良好，具有履行合同的能力，合法合规经营，未受到法律制裁；具有良好的商业信用和行业信誉；近三年没有因违法违规行为被相关部门予以处罚或者通报的记录；
5）本项目专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库[2020]46号)规定条件的，必须如实提供《中小企业声明函》。
(c)Specific qualification requirements for this program: 1) Suppliers with valid business licenses, with qualifications for general contracting of construction projects of level three or above, and with valid safety licenses;
2) The proposed project manager must have a second-level registered constructor qualification in the construction engineering specialty and a valid safety production assessment certificate;
3) Supiers not listed on the "Credit China" website (www.creditchina.gov.cn) as dishonest debtors, major tax law offenders, or on the list of illegal and dishonest acts in government procurement on the China Government Procurement Network (www.ccgp.gov.cn);
4) Suppliers with good financial status, the ability to perform contracts, legal and compliant operations, and not subject to legal sanctions; with good commercial credit and industry reputation; no record of being punished or notified by relevant departments illegal and irregular acts in the past three years;
5) This project is specifically open to small, medium, and micro-sized
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

1.根据上海市财政局《关于上海市政府采购信息管理平台招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目招投标相关活动在上海市政府采购云平台（网址：www.zfcg.sh.gov.cn）进行。供应商应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。
2.供应商应在投标截止时间前尽早加密上传磋商响应文件，电话通知代理机构进行签收，并及时查看代理机构在电子采购平台上的签收情况，以免因临近投标截止时间上传造成代理机构无法在磋商前完成签收的情形。
3.供应商在响应文件截止时间前，可以修改或撤回其响应。响应文件截止时间后，供应商不得修改或撤回其响应。在响应文件截止时间前修改或撤回其响应的及时向代理机构提交修改或撤回响应文件申请后，代理机构将予以撤回。撤回的响应文件参照上述第2点在完成修改后尽早上传并通知代理机构进行签收。
1. In accordance with the provisions of the Shanghai Municipal Finance Bureau's "Notice on the Formal Operation of the Shanghai Government Prourement Information Management Platform Bidding System" (Shanghai Finance and Procurement [2014] No. 27), all bidding-related for this project are conducted on the Shanghai Government Procurement Cloud Platform (website: www.zfcg.sh.gov.cn). Suppliers should carry in accordance with the "Interim Measures for the Management of Electronic Government Procurement in Shanghai" and other relevant regulations and requirements.
2. Suppliers should and upload the negotiation response documents as early as possible before the deadline for bidding, notify the agency by phone to sign for it, and promptly check the signing situation of the agency on electronic procurement platform to avoid the situation that the agency fails to complete the signing before the negotiation due to the upload near the deadline for bidding.
