(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares and increase the share of SMEs in government procurement, and support the development of SMEs: This is specifically for the procurement of SMEs, and during the evaluation, no price discount preferences will be applied to the products of SMEs. (2) Support prison enterprises and welfare for the disabled, and treat them as micro and small enterprises; (3) Policy of preferential procurement of energy-saving and environmental protection products: Under the same conditions of technical service indicators, products on the list of energy-saving and environmental protection products published by the Ministry of Finance in Fiscal and Tax [2019] No. 1 and Fiscal and Tax [2019] No. 19 will be given priority procurement; for products marked with "★" on the list of energy-saving, compulsory procurement will be implemented. (c)本项目的特定资格要求：3.1 符合《上海市政府购买服务管理办法》第六、七条规定。

3.2未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。

3.3 本项目面向中小企业（含中型、小、微型企业，下同）。        

(c)Specific qualification requirements for this program: 3.1 In accordance with Articles 6 and 7 of the Administrative Measures for the Procurement of Services by the Shanghai Municipal Government.3.2 Not included in the list of dishonest persons who fail to perform their obligations on the Credit China website (www.creditchina.gov.cn), the list major tax violations and the list of serious dishonest acts in government procurement on the "China Government Procurement Network" (www.ccgp.gov.cn).

3.3 This project is open to small and medium-sized enterprises (including medium-sized, small and micro enterprises, the same below).        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
