(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：推行节能产品政府采购、环境标志产品政府采购。促进中小企业、监狱企业、残疾人福利性单位发展。规范进口产品采购政策。        

(b)Qualification requirements to be met to implement government procurement policies: Promote the government procurement of energy-saving products and environmental labeling products. Facilitate the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities. Standardize the procurement policies for imported products.        

(c)本项目的特定资格要求：（1）投标单位应为合法的货物制造商或代理（经销）商，在合法范围内开展经营活动，具有履行本项目的相关供应能力和服务能力；

（2）投标单位所提供货物必须为原厂生产、未经使用的、全新合格产品，同时提供可靠的售后服务，不允许代加工、分包或转包；（需提供针对本项目的货源渠道及稳定性、配套售后服务、服务响应时间等相关支撑资料）

（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；        

(c)Specific qualification requirements for this program: (iii) The bidding entity shall be a legal manufacturer or agent (distributor) of the goods, conduct business activities within the legal scope, and possess the relevant supply capacity and service capabilities to perform this project;

(iv) The goods provided by the bidding entity must be original factory-produced, unused, and brand-new qualified products, with reliable after-sales service provided simultaneously. Processing on behalf of others, subcontracting, or subletting is not allowed; (Relevant supporting materials regarding the source channel and stability of goods for this project, supporting after-sales service, service response time, etc., shall be provided)

(v) Different suppliers whose legal representatives are the same person or who have direct holding or management relationships shall not participate in the government procurement activities under the same contract.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

1、本项目设置单价控制价（具体详见招标文件-采购需求），超过任意项单价控制价的报价视为无效报价。

2、本项目服务期限为三年（2026年1月1日至2028年12月31日）。首次合同服务期限为2026年1月1日起至2026年12月31日，再次签订合同前须经各项目使用单位考评合格后，后续合同一年一签。中标单位供应服务响应时间24小时，具体按照与招标使用单位约定的合同时间、指定地点代储，并能确保按时送达招标使用单位指定地点。

       

1、 For this project,there is a set unit price control threshold (for details, please refer to the tender documents - procurement requirements),. Any quotethat exceeds this threshold is considered invalid.

2、 The service period is thre years (lanuary 1, 2026 to December 31. 2028). The service period ofthe first contract is from January 1. 2026 to December31.2026, and the subsequent contract must be signed once a year after passing the evaluation of each proiect user before siening the contract again. Theresponse time ofthe winning bidder is 24 hours, and the storage is caried out in accordance with the contract time and desienated location agreed with thebidding user, and can ensure that it is delivered to the designated location of the bidding user on time
