简要规则描述：西引河北泵闸新建工程位于临港综合区东片区西引河外排大治河河口处，工程范围北至西引河与大治河交汇处，南至现状西引河与综一河交汇处。工程建设内容包括：新建泵闸一座（净宽12m水闸+30m3/s排涝泵站）及管理区，并整治内外河衔接段河道，总长约377米。本次拟招标该项目洪水影响评价报告和涉河建设方案报告。（具体详见第三章采购需求书）

Brief Specification Description: The New North Pump Sluice Project of Xiyin River is located at the estuary where Xiyin River discharges into Dazhi River in the eastern area of Lingang Comprehensive Zone. The project scope extends northward to the confluence of Xiyin River and Dazhi River, and southward to the existing confluence of Xiyin River and Zongyi River. The project construction contents include: a new pump sluice (a 12m clear width sluice + a 30m³/s flood drainage pumping station) and an administrative compound, as well as river regulation for the connecting sections of the inner and outer rivers, with a total length of approximately 377 meters. This tender is for the preparation of the Flood Impact Assessment Report and the River-related Construction Scheme Report of the project. (See Chapter 3 Procurement Requirements for details.)

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（□是■不是）专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格扣除；（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implementation of reserved quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement and support SMEs: This project (□ Yes ■ No) is not exclusively procured for SMEs. Products of small and micro enterprises shall enjoy a 10% price deduction during evaluation; (2) Support for welfare entities for the disabled, which shall be treated as small and micro enterprises.
