对投标人的资格和业绩要求：

Requirements for Qualification and reference of Bidder:

（1）资格要求 

Requirements for Qualification of Bidder

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B. 投标人应为本次投标所投产品的制造商或代理商；如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。？投标产品由制造商不同工厂生产且使用相同品牌时，予以接受；若投标人为代理商，投标人应得到本次投标所投产品的制造商同意其为本次投标提供该产品的合法正式授权书。

The bidder shall be the manufactureror authorized agent of the bidding products.If the bidder is a wholly-owned subsidiary or holding subsidiary of the same group as the manufacturer responsible for sales of the bidding products, the bidder shall provide relevant evidence documents from the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted.If the bidder is the Agent,the bidder shall obtain the manufacturer's consent to provide the product with the legal official authorization for the bid.

（2）资质要求Qualification Requirement

投标人必须提供制造商有效期内的《中华人民共和国特种设备生产许可证》，投标产品在有效期内的《特种设备型式试验证书》(TSX证书)。特种设备型式试验证书在类别、公称压力、公称尺寸和温度范围能够覆盖招标物资。（证书中制造单位名称、地址和投标产品的制造单位名称、地址应一致）。

The bidder must provide the manufacturer's valid "People's Republic of China Special Equipment Production License" and the valid "Special Equipment Type Test Certificate" (TSX Certificate) for the bid products. The certificate must cover the required product category, nominal pressure, nominal size, and temperature range specified in the bidding materials. Additionally, the manufacturer's name and address on the certificate must strictly match those of the bid product's manufacturer.

（3）业绩要求Requirement for Bidder's reference:

2015年1月1日至投标截止日（以合同签署时间为准），投标人在中国境内应具有至少2个合同均不少于4套一体式减温减压器的合同业绩，2个业绩均至少包含1台入口×出口尺寸不低于16寸×20寸的一体式减温减压器和一台公称压力不低于CL600的一体式减温减压器。

同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为投标人所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产品制造商属于同一集团。

若投标人为所投产品的代理商，则除以上业绩要求外，还需具有近三年阀门的销售业绩，并提供相关业绩证明文件。

？From January 1, 2015, to the bid submission deadline (based on the contract signing date), the bidder must have at least two contract performance records in China, each involving no fewer than 4 sets of integrated desuperheating and pressure-reducing units. Both performance records must include:

At least one integrated desuperheating and pressure-reducing unit with an inlet × outlet size of no less than 16" × 20";

At least one integrated desuperheating and pressure-reducing unit with a nominal pressure rating of no less than CL600.

The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.

If the bidder is an agent for the product being bid, in addition to the above performance requirements, they must also have sales performance of valves in the past three years and provide relevant performance certification documents.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、货物名称、货物数量、入口尺寸、出口尺寸、压力等级、阀门型式。

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。

The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contracts and delivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), ？Manufacturer Name, Product Name, ？Goods Quantity,Inlet Size,Outlet Size, Pressure Rating and Valve Type.

If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.
