简要规格描述或项目基本概况介绍、用途：为弘扬“人道·博爱·奉献”的红十字精神,维护失智、失能老人尊严,浦东新区红十字会根据市红十字会关于为社区因难重度失智老人、失能老人发放一次性护理用品工作要求，并结合本区实际情况开展护理用品采购工作。定期向有资质的单位采购一次性护理用品，约1600箱/月，具体数量以每月实际发生为准。具体采购内容详见招标文件“第三章货物需求一览表及技术规格”。
Brief specification description or basic overview of the project: In order to promote the Red Cross spirit of "humanity, universal love, and dedication" and uphold the dignity of elderly people with dementia and disabilities, the Pudong New Area Red Cross Society has carried out the procurement of nursing supplies in accordance with the requirements of the Municipal Red Cross Society for the distribution of disposable nursing supplies to elderly people with severe dementia and disabilities in the community, and combined with the actual situation in the district. Regularly purchase disposable nursing supplies from qualified units, approximately 1600 boxes per month, with specific quantities based on actual monthly occurrences. For specific procurement details, please refer to Chapter 3 "List of Goods Requirements and Technical Specifications" in the bidding documents.
合同履约期限：供货周期：合同签订并生效后一年。供货时间：以招标人实际出具采购单时间为准，中标人在接到采购单后7个工作日内送货到招标人指定地点（中标人须保证在采购单出具当月月底前完成配送）。
The Contract Period: Supply cycle: One year after the contract is signed and takes effect. Delivery time: The actual time when the tenderer issues the purchase order shall prevail. The winning bidder shall deliver the goods to the designated location of the tenderer within 7 working days after receiving the purchase order (the winning bidder shall ensure that the delivery is completed before the end of the month in which the purchase order is issued).

(b)落实政府采购政策需满足的资格要求：本项目专门面向中型或小型、微型企业采购，执行《<政府采购促进中小企业发展管理办法>的通知》（财库〔2020〕46号）、《财政部关于进一步加大政府采购支持中小企业力度的通知》财库(2022] 19号。本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at the procurement of medium, small, and micro enterprises, and implements the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing Government Procurement Support for Small and Medium sized Enterprises" (Caiku [2022] No. 19). If this procurement complies with the government's mandatory procurement of energy-saving products, encouragement of environmental protection products, support for welfare enterprises, promotion of employment for people with disabilities, support for small and micro enterprises, support for prisons and drug rehabilitation enterprises, and other policies, relevant policies will be implemented.
(c)本项目的特定资格要求：（1）本项目专门面向中型或小型、微型企业采购；
（2）投标人在近三年内无行贿犯罪记录，未被政府采购监督管理部门禁止参加政府采购活动，同时未被列入 “信用中国”网站(www.credit china.gov.cn)中失信被执行人、重大税收违法失信主体和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的投标人（以投标截止之日前三年内的信用记录为准）；（3）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动（一经证实，取消所有涉及单位的投标资格）；（4）本项目不允许联合体投标；（5）本项目采购产品未进行进口产品论证，不接受进口产品投标；（6）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。(c)Specific qualification requirements for this program: This project is specifically aimed at the procurement of medium, small, and micro enterprises, and implements the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing Government Procurement Support for Small and Medium sized Enterprises" (Caiku [2022] No. 19).
