Brief Specification Description: Pusan Jin Yuan (No. 1-7, Lane 926, Pusan Road), involving a total of 3 buildings. The first building (No. 1-4, Lane 926, Pusan Road) is a 5-story residential building, the second building (No. 5, Lane 926, Pusan Road) is a 6-story residential building, and the third building (No. 6-7, Lane 926, Pusan Road) is an 18-story residential building, with a total construction area of approximately 15,265.48 square meters. The main renovation work includes the removal of the original external insulation system, new cement mortar, waterproof layer, and coating finish, the removal of partially hollowed-out and cracked mortar layers, crack cleaning, application of a new interface agent, crack repair, and other treatments. (For specific details and requirements, please refer to the quantity list and construction drawings.)

(b)落实政府采购政策需满足的资格要求：中小企业划分标准所属行业：建筑业。营业收入80000万元以下或资产总额80000万元以下的为中小微型企业。其中，营业收入6000万元及以上，且资产总额5000万元及以上的为中型企业；营业收入300万元及以上，且资产总额300万元及以上的为小型企业；营业收入300万元以下或资产总额300万元以下的为微型企业。
(b)Qualification requirements to be met to implement government procurement policies: The industry to which the classification criteria for small and medium-sized enterprises belong is the construction industry. Small and medium-sized enterprises with operating income below 800 million yuan or total assets below 800 million yuan. Among them, medium-sized enterprises with operating income of 60 million yuan or more and total assets of 50 million yuan or more; Small enterprises with operating income of 3 million yuan or more and total assets of 3 million yuan or more; Micro enterprises are those with operating income below 3 million yuan or total assets below 3 million yuan.
(c)本项目的特定资格要求：（1）未被列入“信用中国”网（www.creditchina.gov.cn）失信被执行人名单、重大税收违法失信主体和中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单的供应商。
（2）具有有效的安全生产许可证、建筑工程施工总承包三级及以上或防水防腐保温工程专业承包二级及以上资质。
（3）项目负责人应具备有效的建筑工程专业二级及以上注册建造师执业资格，同时具备有效的安全生产考核合格证书。
（4）本项目专门面向中小微企业。
本次招标需要网上投标，响应单位必须获得上海市电子签名认证证书（CA认证证书）。
(c)Specific qualification requirements for this program: (1) Suppliers who are not included in the list of dishonest persons subject to enforcement on the "Credit China" website (www.creditchina. gov.cn), major tax illegal dishonest entities, and the list of government procurement serious illegal and dishonest behavior records on the China Government Procurement Network (www.ccgp. gov.cn). (2) Having a valid safety production license, a third level or above qualification for general contracting of construction projects, or a second level or above qualification for specialized contracting of waterproofing, anti-corrosion, and insulation engineering. (3) The project leader should have a valid second level or above registered construction engineer qualification in the field of construction engineering, as well as a valid safety production assessment certificate. (4) This project is specifically aimed at small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
