简要规则描述：本次改造工程计划对综合训练馆的复合风管进行整体维修，拆除现有保温及复合风管，采用耐高温、耐腐蚀镀锌材料，重新包裹保温材料，解决风管脱落、开裂的安全隐患；更新部分管道防火阀、调节阀、消音器及其他辅助器材，解决风管漏气、滴水等问题，提高热交换效率，降低运营成本；对其他存在安全隐患和明显滴水现象的风管进行局部修复或更新。（具体数量及要求详见工程量清单和图纸）
Brief Specification Description: The renovation project plans to carry out overall maintenance on the composite air duct of the comprehensive training hall, dismantle the existing insulation and composite air duct, adopt high temperature resistant and corrosion resistant galvanized materials, and re-wrap the insulation materials to solve the potential safety hazards of air duct falling off and cracking; update some pipeline fire valves, regulating valves, silencers and other auxiliary equipment to solve the problems of air leakage and dripping of air duct, improve heat exchange efficiency and reduce operation cost; Partial repair or renewal of other air ducts with potential safety hazards and obvious dripping phenomenon. (See Bill of Quantities and Drawings for specific quantities and requirements)

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）具有建筑工程施工总承包资质三级及其以上资质。（5）具有安全生产许可证（有效期内）。（6）拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。(c)Specific qualification requirements for this program: （3）The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.
（4）With the construction project general contracting qualification level three and above qualification.（5）Have safety production license (valid period).（6）The person in charge of the proposed project shall have the qualification of registered constructor of Grade II or above in construction engineering specialty, have valid safety production assessment certificate, and have not served as the project leader of other construction projects under construction.(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
